| 摘要： | Airports face a multitude of issues related to telecommunications, an area that requires airports to have a depth of knowledge of the subject and the relevant regulatory requirements. These areas include cell phone towers, Distributed Antenna Systems (DAS), fiber (for airport use, tenant use and just passing through airport property), and implementation of both 5G and telephone systems. Research is needed because this area is not only ever changing but it is also growing, especially with the implementation of 5G. Most, if not all, airports, will face these issues and will benefit from guidance on how to approach these issues and the legal framework to assure compliance with federal regulatory requirements. The objective of this research is to produce a legal digest that examines the federal regulatory requirements and best practices for the various areas of telecommunications at airports, important emerging trends, and current issues. This should include, without limitation, regulations implemented by the Federal Communications Commission (FCC) and the Federal Aviation Administration (FAA). The digest also should include alternative approaches on interactions with various telecommunications companies and the various types of business deals and legal provisions, the interplay with state and local ordinances, and a summary of relevant resources. s been completed; final editing is underway. |
