The Maryland Department of Transportation State Highway Administration (MDOT SHA) is interested in finding solutions for stormwater management (SWM) of highway runoff in highly urban watersheds with limited right-of-way, reducing SWM facilities maintenance costs, and reducing project right-of-way needs/costs. As a way to achieve this, the Highway Hydraulics Division is interested in advancing the soil decompaction and amendment practice research that Dr. Stu Schwartz, partnered with the Office of Environmental Design on several years ago. That research included a field study in Taneytown at the heavily compacted old MD Rt 853 roadbed that had been identified for future afforestation. Given the positive results of the study, the Maryland Department of the Environment (MDE) is interested in potentially advancing this research to a formal protocol for stormwater credit that could be added to the State Stormwater Manual. MDOT SHA is particularly interested in the potential use of the practice to enhance infiltration and runoff reduction in swales. This phase of the research would identify a portfolio of projects (e.g. swales & impervious area removal projects) in which the practice can be implemented, monitor performance to validate the crediting procedure, and produce the "ground truth" performance data to give MDE the confidence to assign a stormwater credit to the practice. |
