eople in Taiwan, especially in the southern part of the country, rely heavily on private vehicles as their primary means of transportation. For example, in Kaohsiung City, as many as 70 percent of road users prefer motorcycles for transportation, and more than 80 percent of residents use or own private vehicles.Despite the convenience of private vehicles, the habitual violation of traffic regulations has contributed to the problem of road safety, making it a serious concern because of the continuing increase in the number of traffic accidents, with injuries of varying severity. According to the Directorate-General of Budget, Accounting and Statistics of Taiwan’s Executive Yuan, the number of accidents in Kaohsiung alone accounted for 20 percent of all the traffic accidents in Taiwan in 2014, second only to Taichung City. According to the Traffic Police Corps of the Kaohsiung City Police Department, the city had the highest number of traffic deaths in 2014 among the six special municipalities, and up to 65 percent of those were related to motorcycles. |
