The Road Safety Authority (RSA) commissioned TRL to undertake a study on vehicle modifications on the Irish road network and to examine the current regulatory framework associated with vehicle modifications. Post-registration modifications, herein referred to as modifications, are physical changes made to a vehicle after it has undergone the type-approval process. Vehicles are modified in order to change their use, payload, appearance, performance or to conduct substantial repairs to the chassis or safety-critical systems. Vehicle modifications, if carried out improperly without certification, may pose a risk to road users. This report investigates the potential risk posed by modified vehicles in Ireland. |
