摘要: A goal-oriented optimization procedure for analyzing investment choices associated with rehabilitation of large pavement networks is presented. The procedure consists of three steps: (a) project-level planning, encompassing the tasks of condition characterization, treatment identification, cost estimation, and performance prediction; (b) network-level goal setting, involving specification of desired condition and investment levels for multiple years; and (c) optimization analysis, consisting of formulating and solving a goal program. The procedure is implemented in a prototype software system and is used to evaluate various management-suggested pavement program scenarios. The system facilitated the analysis of competing needs and the evaluation of implications of various pavement program scenarios for the New York State Thruway Authority's pavement network. The paper presents significant findings from application of the optimization procedure, including a functional relationship between the network condition and expenditure. Important conclusions regarding the goal-oriented approach to highway management are also presented.
