It updates the 1996 Report to Congress which provided a comprehensive review of the program's progress and status from its inception in 1991, including the overall benefits of ITS, This report for fiscal year 1997 focuses on the challenges ahead, and the programmatic strategies to overcome those challenges. It also highlights specific accomplishments from 1997. |
