This review examines recent work on the effect of motor vehicle speed limits on highway speeds and highway safety. The review is empirical and concentrates on identifying the quantitative effects of changes in regulatory speed limit policies on the distribution of speeds and traffic safety. The paper is organized as follows: First, an overall framework within which to place existing empirical studies on the effects of speed limit laws is discussed. The methodological constructs most frequently used to empirically evaluate the effect of speed limit laws on speed distributions and highway safety are summarized. The known information on the effects of changing posted speed limits on the distribution of speeds is discussed. The effect of speed distributions on highway safety is examined. The findings of various studies examining the direct and indirect effects that relaxed speed limits on rural Interstate highways have had on the motoring public's safety are reported. International experience with speed limits is reviewed. Finally, a number of areas for further research are identified, and concluding comments are given. |
