| 摘要： | This report summarizes the factors that contributed to the inability of a contract to be executed between the PUB Published by: lic and private sectors for an Intelligent Transportation Systems (ITS) Model Deployment Initiative (MDI). It provides a chronology and overview of the negotiations process and presents conclusions regarding key issues that led to the breakdown in negotiations. The report also compares how other jurisdictions implementing ITS projects have addressed similar issues. It also provides recommendations for improving the ITS partnering process. |
