| 摘要： | The document presents guidelines for planning, implementing, and reporting the findings of the evaluation of Federal Transit Administration's (FTA's) Advanced Public Transportation Systems (APTS) operational tests. These evaluation guidelines are intended for use by organizations engaged by the Research and Special Programs Administration/Volpe National Transportation Systems Center to evaluate the APTS operational tests. In addition, the guidelines will be useful to state and local organizations involved in the design and evaluation of the APTS. The objective of the guidelines is to foster consistency of evaluation philosophy and techniques, and comparability and transferability of results to improve the quality and utility of information obtained from the APTS program. The guidelines are designed to emphasize the assessment of the APTS program's national objectives as well as the objectives of the local implementing agency. |
