In light of the pending declaratory proceeding in CC Docket No. 98-1, the Federal Highway Administration (FHWA) is interested in determining whether there is a relationship between geographic extent of broadband telecommunications infrastructure available for general use, and degree and type of control exercised by the public right-of-way (ROW) owner over infrastructure placement in limited access highway ROW. The paper provides background information for evaluating a possible relationship. In addition to exploring telecommunications infrastructure with regard to universal service, that is, geographic coverage of the state, the paper also explores the extent and depth of telecommunications support for public sector activities, specifically, communications support for intelligent transportation systems (ITS) and other transportation agency activities. |
