摘要: This paper addresses the coordination of state transportation and telecommunications planning processes, and identifies opportunities for improving coordination to facilitate the deployment of cost-effective and interoperable telecommunications networks for both Intelligent Transportation Systems (ITS) and other state government telecommunications applications. The paper begins by briefly describing current trends in ITS wireline deployment, as well as other state government telecommunications deployment initiatives. The advantages of developing multi-agency telecommunications networks to serve both ITS wireline telecommunications applications and other state government applications are addressed. Economic benefits may be realized by aggregating telecommunications procurement activities to obtain economies of scale and scope. Technical benefits may be accrued by developing networking approaches that ensure information technology deployed by independent government agencies is interoperable, and therefore facilitates efficient information sharing. Impediments to multi-agency utilization of ITS wireline telecommunications infrastructure are then identified and addressed. These impediments include transportation agency culture, safety concerns, inter-agency conflict, limitations of shared resources projects, politics, inaccessibility of infrastructure, insufficient reserve capacity, federal funding uncertainty, and vision. The paper culminates with a discussion about the opportunities for overcoming these impediments. Although more research needs to be done, the evidence collected thus far suggests that various stakeholders can play a positive role in promoting the deployment of cost-effective and interoperable telecommunications infrastructure for both ITS and other state government telecommunications requirements.
