| 摘要： | The Federal Highway Administration has issued its guidance on longitudinal telecommunications installations -- including installation of fiber optic cable -- on limited access highway right- of-way. A letter from U.S. DOT headquarters to directors of its Field Services, Resource Center managers and Division administrators says "While these guidelines will not prevent a State's actions from being challenged, the U.S. DOT and the FCC Common Carrier Bureau agree that these guidelines will help States satisfy their obligation under the applicable laws and provide a reasonable level of assurance that a State's actions will not be preempted.". |
