The planning provisions of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the transportation provisions of the Clean Air Act Amendments of 1990 (CAAA) define the framework for the effective integration of transportation and air quality planning. The goal of transportation conformity, which is a key element in the planning process, is to ensure that air quality considerations are an integral part of transportation decisions. This guide discusses the basic provisions of the conformity process, including the following: a description of actions subject to conformity; frequency of conformity determinations; key components of a conformity determination; consequences of a failure to make a conformity determination; and roles and responsibilities of public agency staff, management, policy officials, and decision makers in the conformity process. |
