This report discusses the air quality provisions of the Clean Air Act (CAA) as amended, and the transportation planning provisions of the United States Code. These are intended to ensure that integrated transportation and air quality planning occurs in the areas designated by U.S. Environmental Protection Agency (EPA) as nonattainment or maintenance areas. The transportation conformity process establishes the major connection between transportation planning and emission reductions from transportation sources. The guide discusses the basic provisions of the conformity process and it includes the following: a description of actions subject to conformity; Frequency of conformity determinations; key components of a conformity determination; consequences of a failure to make a conformity determination; and roles and responsibilities of public agency staff, management, policy officials, and decision makers in the conformity process. |
