The guide includes a work plan for assessing local government land development and access management practices. It also addresses how to prepare a conceptual plan for implementing corridor management at the local level. The guide does not address how to prepare a physical corridor management plan that identifies the preferred location and design of streets networks and access points. Rather, the objective of the guide is to help state transportation agencies and local governments identify and overcome barriers to effective corridor access management in the land development process. A related goal is to strengthen state and local coordination in access and development permitting. The guide begins with an overview of corridor management planning and how it fits into the local planning arena. Topics include how corridor management plans advance Florida's growth management requirements and the benefits of corridor management planning. It then provides detailed guidance for the individual conducting the corridor management policy analysis (referred to in the guide as 'analyst') on: steps in evaluating local government policies and practices; methods for identifying implementation needs; and a framework for recommending policy changes, including examples and resources for further information. / Supplementary Notes: See also PB2008-100171.
