| 摘要： | This seminar presentation discusses administrative solutions to the problem of aviation gridlock. These solutions are viewed as an intermediate step, or the step toward the ultimate goal of a market-based solution. Among the administrative solutions are imposition of slots, air carrier cooperation and collaborative decision making, moratoriums on additional flights, lotteries, utilization standards, managing flight cancellations, and building new airports or more capacity at existing airports. |
