| 摘要： | This article provides a broad and in-depth look at the historical background, legislative development, and accomplishments of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The significance of the ISTEA as a successor to earlier programs and/or legislation (such as the Interstate Highway Program of the 1950s and the Surface Transportation and Uniform Relocation Act of 1987) is stressed. The prominent role of several key members of the U.S. House of Representatives and U.S. Senate in drafting and getting ISTEA enacted is also discussed. |
