The Chi-Chi earthquake in Taiwan on September 21, 1999 killed more than 2,400 people and injured more than 10,000. 10,000 buildings and homes collapsed and 7,000 were badly damaged. Highway bridges were severely damaged and five collapsed due to fault rupture. The U.S. Federal Highway Administration (FHWA) and the Ministry of Transportation and Communication (MOTC) of Taiwan formed an investigative team to evaluate Taiwanese bridge performance under the Chi-Chi earthquake. Preliminary findings from the investigation include: 1) fault rupture crossing or adjacent to a bridge will most likely cause collapse, 2) long-span bridges are vulnerable near fault sites, 3) large ground movement may cause structural failure, 4) shear failure must be avoided in piers, 5) shear key and bearing design need to be consistent with pier design capacity, 6) abutment backwalls and backfills are crucial in preventing span collapse, and 7) older structure are very vulnerable to intense near-fault ground motions. |
