| 摘要： | This article discusses why benchmarking is important to the Federal Highway Administration (FHWA). Benchmarking is distinguished from other kinds of improvement activities by its effort to find breakthrough improvements that accelerate progress. There are three basic parts to the benchmarking process that lead to better performance: decide what part of a business needs improvement and have a good understanding of how the task is currently performed, find out how others do their work and describe to them how you do it, and apply what would work well. Several offices at the FHWA have begun to apply benchmarking concepts. At the departmental level, FHWA is cooperating with other modes in establishing a ONE DOT Benchmarking Council to help one another learn how to apply this powerful technique. |
