The circular introduces a voluntary program available through the American Bureau of Shipping (ABS) for owners, operators, designers and builders of U.S. flag vessels to demonstrate compliance with U.S. Coast Guard design and inspection regulations. Called the U.S. Coast Guard's ABS Based Alternate Compliance Program (CG/ABS/ACP), it is intended to reduce the regulatory burden on the maritime industry while maintaining existing levels of safety, and provide the maritime industry with more flexibility in determining how to build and operate U.S. flag vessels. As this is a voluntary program, vessel owners operators, and builders can continue to engage the Coast Guard to conduct plan review or inspect their vessels in accordance with Applicable provisions of the Code of Federal Regulations (CFR), and existing Coast Guard publications and directives. |
