| 摘要： | This Navigation and Vessel Inspection Circular (NVIC) provides guidance for U.S. Coast Guard Sector Commanders, Captains of the Port, Officers in Charge, Marine Inspection, and Port State Control Officers, and for vessel owners, operators, flag States, and Recognized Organizations concerning enforcement of and compliance with the requirements of Chapter IX of the International Convention for the Safety of Life at Sea, 1974, under the U.S. Coast Guard's Port State Control Program. |
