摘要: The leading contributors to multiple deaths involving passenger vessels are people entering the water without adequate flotation equipment and a lack of safety focus of vessel owners/operators. This was the principal finding of a U.S. Coast Guard (USCG) study of incidents involving passenger vessels that led to the death of more than 1 person between Jan. 1, 1992 and June 30, 2001. This article is excerpted from that study, which was performed by the USCG's Compliance Analysis Division. The report aimed to study incidents involving multiple loss of life on small passenger vessels, to identify commonalities in processes, and to suggest areas of concern for future action, all in the context of the USCG's goal of reducing the number of lives lost on passenger vessels.
