The 1995 amendments to the International Convention on Standards, Training and Watchkeeping for Seafearers (STCW 95) became effective on February 1, 1997. This article looks at the STCW 95 and points out that in order to implement the newly revised standards, the minimums required by the standards must be clearly communicated to all the interested parties. The article provides recommendations for a body of second- and third-tier standards that are deemed necessary, but perhaps missing in STCW 95, to fully and effectively implement the standards. |
