摘要: The primary umbrella method used by the Oregon Department of Transportation (ODOT) to ensure on-time performance in standard construction contracting is liquidated damages. The assessment value is usually a matter of some judgment. In practice, however, liquidated damages are not seen as an effective incentive, and they are rarely assessed. Other contracting and management methods which focus on encouraging timely performance have been identified, but they are used sporadically. Implementation of a system that creates better awareness of alternative schedule-delivery methods and that provides a consistent model for choosing among these methods would improve ODOTs schedule performance. This research project investigated the development of a tool to assist in selection of methods for ensuring timely project delivery, given a specific project profile. A selection model was developed that is stable and scalable. The investigators worked with a group of project delivery experts at ODOT to solicit and codify expert opinion. This data provided parameters that were used in a newly-developed algorithm for creating a model that prioritizes among project delivery choices. The model allows for user input of specific project parameters, which then creates a project-specific prioritization of techniques. The model proposes an implementation scheme that is managed centrally, providing for consistency, yet operated regionally, providing for project-based customization.
