Health losses due to accidents in the road transport system are a major, but to some extent acceptable, consequence of mobility, as it turns out. In an important decision taken by the Swedish parliament in October 1997, the long-term target for the road transport system is that no one should be killed or receive long-term disablement by the system. In this paper, the background to this decision is described as well as some possible scenarios. It was pointed out, that if the inherent safety of the system is not increased, the mobility, especially in terms of speed limits, must be reduced dramatically. On the other hand, the possibilities for maintaining mobility can be good, if major investments and a modified safety philosophy are enforced.
