The development of container navigation towards increasingly larger ships is associated with growing demands for the extension of the access channels to harbours. In the tidal rivers, that form the relatively long approaches to the large German container harbours, the ecological risks for the tidal estuaries and rivers must find due consideration. The methodology of risk assessment for the inclusion of fairway development projects into the transportation master plan of Germany is presented. The paper explains the application of the new legal regulations of the European Union in the planning of such projects: the requirements of the new Water Framework Directive for the improvement of the ecological state of waters, the guidelines for the definition of an interconnected network nature reserve areas in the Flora- Fauna-Habitat Directive, and the methodology of Environmental Impact Studies. Their practical implementation and the requirements for compensation of lasting negative consequences of fairway development projects are illustrated at the examples of the River Elbe providing access to the Hamburg harbour and the River Weser as the approach to the harbour of Bremen. It showed that the design and siting of compensation measures for ecologically negative impacts is one of the greatest problems of fairway developments. |
