The Central Commission for the Navigation on the Rhine (CCNR) enacted on January 1st, 2002 regulations for ‘Emissions of Gaseous Pollutants and Particles from Diesel Engines’1. These regulations - are necessary to keep internal navigation’s ecological advantage over other modes of transport; - are economically acceptable to the shipping industry as they require only readily available technology, and - are manageable for the engine manufacturers and ship builders because the CCNR based them on other well established regulations. The regulations and their development and implementation process can be judged as being successful, as the first engine received certification according to the new regulations only three years after the start of the regulatory process. Therefore, the CCNR’s initiative may function as a model for other regions in the world with similar conditions. The CCNR, however, needs to further develop its initiative and to embed it into a far broader strategy towards ecological sustainable transport. Nevertheless, in making inland navigation ecologically more responsible, the CCNR has again taken a leading role in the sector. |
