摘要: This paper, based on a paper presented by Captain Peter Hinksman to the 2001 International Dredging Congress in Kuala Lumpar, details the maintenance dredging practices and the management of their attendant environmental issues in the port waters of Melbourne and Geelong. The paper describes how a Dredging Strategy with an attached Environmental Management Plan was developed and established by the Victorian Channels Authority (VCA) with the support of planning and environmental regulators. The guiding tool for developing the strategy was the Victorian Environment Protection Authority’s Best Practice Environmental Management Guidelines for Dredging (1999), a document that had its foundations in the Victorian Trial Dredge Protocol and the ANZECC Interim ocean disposal guidelines (1998). The Dredging Strategy was the means by which the VCA obtained a 10- year permit comprising consent under the Victorian Coastal Management Act (1995) for maintenance dredging of harbours and channels under its jurisdiction.
