There has been a rapid increase of maritime traffic in the Gulf of Finland area of the Baltic Sea. The annual amount of cargo transported in the Gulf of Finland already exceeds 80 million tons. The total for oil transportation equals 30-35 million tons in the level of year 2000. Russia's new terminal proposals and rapid development of the Muuga Harbour of Estonia will cause oil transportation to triple in the future. Together with increasing freight and oil transportation, there is a heavy passenger transportation between Helsinki and Tallinn. More than 6 million passengers in 2000. The dense traffic, new demands for frequence traffic arrangements and maritime safety demands require reliable tools and actions to improve the safety issues. This paper describes the recent efforts to improve the safety such as the regional VTMIS development work in the Gulf of Finland, routeing, pilotage development, the need for escort service and ice management requirements of the winter-time operations. |
