The Western Scheldt, its mouth and the River Scheldt itself are areas in which several important Dutch and Flemish ports are located. (Zeebrugge, Vlissingen, Terneuzen, Gent, Antwerpen) It is an area with intensive shipping traffic, with inland vessels as well as seagoing vessels of all sizes and draughts. The morphological structure of the area, and the increase over time in draught of the vessels entering the harbours of especially Zeebrugge, Vlissingen and Antwerpen, require intensive and almost continuous dredging works. All this requires pilots operating in the area to carry a set of frequently updated very detailed sounding charts. Until now these charts have been paper sounding charts. In the project the possibility of replacing these paper sounding charts with an electronic equivalent was examined. Next to this a range of extra display system features which go beyond the possibilities of the traditional paper sounding charts were explored. The project started in the Spring of 1999 at the request of Dutch and Flemish pilots. It became a cooperation between Dutch and Flemish governmental hydrographic offices and survey divisions, pilots and traffic controllers. The Permanent Commission for the River Scheldt, a joint Flemish-Dutch commission endorsed the project. The basic idea was to have a better means to provide the pilots and traffic controllers with accurate sounding charts in a fast and reliable way and navigational tools to make the best use of the charts. The idea was to achieve this by providing them with digital charts instead of the conventional paper sounding charts. This way it is possible to speed up the distribution of the information, while at the same time enhance the functionalities of the distributed charts. |
