The inland waterways network in Germany has considerable capacity reserves, but the increasing draft of the vessels can not be used completely especially in low water periods and at bottlenecks along the waterways. Floods, ice and occasional incidents also hamper navigation and voyage planning. With the objective to ensure safety and efficiency of navigation while avoiding - if possible - large investments into the infrastructure, new information systems for Inland Navigation were set up in Germany in the last years. At the same time, within the scope of European research programmes, an extensive concept for RIVER INFORMATION SERVICES (RIS) was created. The existing RIS applications ARGO, ELWIS and MIB/MOVES are described and it will be given an outlook on the future development and integration of the systems: ?ARGO is based on the use of electronic navigational charts (ENCs) for inland navigation. In the navigation mode of ARGO the electronic nautical chart is overlaid by the radar image. Depths information for some bottleneck areas of the Rhine is included. ARGO systems are already in use on several cargo vessels. ?The Electronic Waterways Information System (ELWIS) makes available all nautically and operationally relevant information to shipping on the Internet. Notices to Skippers are transmitted electronically via Internet, e-mail and SMS (on mobile phone). The skipper has the possibility to subscribe certain information. ?MIB/MOVES are two various applications based on the same software system. The MIB hazardous goods reporting system is aimed at improving safety of shipping. The MOVES traffic data acquisition system is aimed at improving the traffic process. For both purposes, vessel and trip data in differing detail are recorded and updated during the journey. |
