In 1998 a large European Research project was started under the umbrella of the European Commission to develop and demonstrate standards for data and communication in Inland Waterways to enable and improve traffic management and to combine traffic management with transport management. This project was called INDRIS (Inland Navigation Demonstrator of River Information Services). The project has resulted in the definition of RIS (River Information Services) that covers a wide variety of services to improve safety of navigation and to enhance transport management and the integration of inland navigation in the intermodal transport chain. This paper will give a description of the RIS which is also being used as input for PIANC PTC-1 working group no. 24 and for the IALA working group for inland VTS. Demonstrations of the applications of RIS using dGPS, AIS transponders, VHF and GSM have been given in Austria, Belgium, France and the Netherlands. The paper will describe these demonstrations and will give conclusions. The demonstrations show the use of ECDIS (Electronic Chart and Display Information System) for inland navigation, the possibilities to enhance the ECDIS with the position of your own ship in the ECDIS and the positions of all other vessels in your vicinity, including those that cannot be seen by radar due to land conditions. It has shown systems with which you can improve voyage planning and terminal planning and how to optimise the use of existing infrastructure like locks. On the basis of the demonstrations several countries in Europe have started the implementations of (parts of) RIS. The RIS concept and the INDRIS project ensured a smooth interchange of information between those systems and between shippers, skippers and waterway authorities. This project has a follow up in PIANC and IALA working groups and further research is being executed under the umbrella of the European Union in the COMPRIS project. A number of European countries are implementing parts of RIS at present. The waterway authorities of Austria, Belgium, France, Germany and the Netherlands have formed the European RIS Platform to give further guidance to the actual implementation of RIS in Europe. |
