The widely use of inland waterways as a commonly used transport mode is a main objective of the traffic policy in Europe, specifically in view of the expected dramatic increase of the transport flow along the TEN (Trans European Network) as a main economic lifeline of Europe. Even transport operation on inland waterways is cost effective and environmentally friendly. This transport mode lacks of a reliable calculation of ETA (Estimated Time of Arrival) due to shifting water level or other environmentally events. The provision of a telematics application based river information services (RIS) will balance the weakness of the waterway system and improve safety of transportation and integration of the river based transport system to the intermodal transport chain. In view of commercial transport operation the acceptance of inland navigation by industrial forwarders is limited. Services provided by this transport mode are mostly terminal-to-terminal oriented which can be seen as a major disadvantage compared to door-to-door truck services on road. New intermodal transport services have to be developed – like liner service, etc. – to compete with road transport services. Furthermore port operation still acts very traditional and shall improve the use of sophisticated IT and telematics applications. This paper will discuss the concept of RIS (River Information Services) in terms of benefits for inland navigation and the way to deploy RIS in all countries alongside the river Danube. The RIS concept presented is based on the results of the research & development project INDRIS within the 4th Framework Program for RTD in Europe (1995-2000) and on the system actually deployed on a section on the river Danube in Austria (DoRIS) for test purposes. |
