Australia was one of the first countries to tackle port inefficiency, though the desired results were not achieved as quickly as in other parts of the world such as the UK and New Zealand. Throughout the world there has been a tendency among governments to withdraw from port operations by transferring this role to the private sector while maintaining for themselves the relevant regulatory functions. An underlying theory in all such cases has been that the private sector can perform more efficiently than the public sector. In Australia’s case, port operations were already a private sector responsibility and the public sector fulfilled the roles of port landlord and regulator. The challenge therefore was to reform an inefficient private sector as well as to streamline the effectiveness of the public sector in port administration. This paper has traced the process adopted by the Federal and State governments in Australia and has outlined the main improvements achieved during a port reform campaign extending over more than 15 years. |
