This paper provides a brief overview of the functions and responsibilities carried out by the Australian Maritime Safety Authority – AMSA. Port State control (PSC) is examined from an historic and global perspective. The development of the PSC regional agreements is explored. Australia’s relationship with the Asia Pacific MOU for PSC is discussed. Port State control in Australia is then examined in detail. Here the paper looks at the overall conduct of PSC in Australia, how PSC inspections are conducted and the outcome of these inspections. The paper then goes on to examine the risk managements approach that AMSA is taking in selecting ships for PSC inspection, giving details of the statistical analysis of AMSA PSC inspections from 1996 to 2000 that has been carried out during 2000and 2001. Finally the paper concludes in that it needs to be remembered that port State control is an imperfect system operating in an imperfect world. It is neither a cure all nor does it absolve others from their responsibilities. The active participation and recognition of their responsibilities is needed from, ship operators, owners, charterers, underwriters, classification societies, and flag States if the eradication of substandard shipping is to be achieved. |
