eLike US in many years ago, ITS systems, such as ATMS, ATIS and APTS systems, started to be widely deployed in major Chinese cities recently. Many integrated traffic management centers (TMC) are trying to join traffic management and emergency response management functionality together to smoothly improve traffic flow and public safety environment at the same time. During and after the September 11th attack, many investigators and safety officials found out that they were hampered in their ability to collaborate across varying jurisdictions because of limited technologies and incompatible communications systems. This provides a challenge that how to using existing ITS technologies & facilities to deal with emergency response & public safety issues. This paper describes an integrated emergency response & surveillance (ERS) system that was designed to use existed ITS technology to serve to city's traffic management and emergency response agencies. The system tried to integrate CCTV surveillance technology, Emergency Response (EMS) technology, GIS digital map and advanced wireless communication technologies together to provide comprehensive functionality to meet the requirements of traffic management and emergency response.
