摘要: This paper analyzes socio-economic characteristics of both users and non-users of the electronic toll collection (ETC) and time-of-day variable pricing programs in Lee County, Florida. This information has been obtained through two independent surveys: (1) an origin- destination roadside interview combined with a mailback survey performed five-months after the introduction of ETC and three months prior to the introduction of variable pricing and (2) a telephone survey performed four months after the introduction of variable pricing. The survey data have been analyzed to determine the extent to which income, education, age, etc., impact the use of the variable pricing and ETC programs. Additionally, stated intended use of variable pricing in the mailback survey was compared to stated use in the telephone survey. This information will prove useful for other jurisdictions contemplating ETC with variable tolling levels based on congestion or time of day.
