| 摘要： | In late 1995 the Federal Highway Administration (FHWA) awarded Lee County, Florida, a Congestion Pricing Pilot Program grant. With this grant Lee County was to implement and study the effects of variable tolls on two toll bridges. To date this program has been both a success and a struggle. To implement variable pricing in Lee County significant changes in the toll collection process were necessary. Additionally, market research and efforts to create an acceptable program to citizens, the FHWA, the Florida DOT, and local politicians were undertaken. This effort lead to the creation of the LeeWay program. This paper details the efforts undertaken in the design of LeeWay characteristics, such as the toll structure, charges for the LeeWay ETC transponder, and variable pricing hours. After determining these characteristics it was important to ensure residents were fully informed of the project, through a PUB Published by: lic information campaign. Finally, the paper examines how residents responded to the LeeWay program in its initial months of operation. This will include an investigation of both successful and not so successful efforts. |
