摘要: This paper discusses the Virginia Department of Transportation (VDOT) Northern Virginia District's preparatory work for developing an Intelligent Transportation System (ITS) architecture that truly reflects the District's business practices and policies. ITS is known as Smart Travel in Virginia. Smart Travel is a program that serves as an "umbrella", unifying all modal agencies and the efforts of various transportation stakeholders as networked components that provide transportation services to the public. VDOT Northern Virginia District (NOVA District) developed a Smart Travel Framework, which provides implementation guidance. Three major components of the framework are as follows: a Strategic Plan, a summary of existing and planned activities, and a program plan. The Strategic Plan identified the functions that are required to achieve the NOVA District's Smart Travel vision. These functions were allocated to the NOVA District's existing institutional entities. The function allocation provides knowledge of "who does what and where", which would help NOVA District build a logical and physical Smart Travel architecture. The development of such an architecture would assist the NOVA District achieve optimal functionality and accomplish the Smart Travel vision. (A*) For the covering abstract see ITRD E110327.
