The Dutch government is planning the introduction of "Rekeningrijden", an electronic fee collection (EFC) system used to reduce the demand on the road infrastructure during rush hour. The fee will be collected by means of an on board unit (OBU) or if the OBU is absent by licence plate registration. Usability of the OBU is one of the concerns specifying the system. Literature research, expert opinions, field experiments and a large scale demonstration project were used to specify the desired usability of the OBU. While setting up the resulting requirements a distinction is used between road safety requirements, ergonomic requirements and preferred functionality.
