摘要: The Dutch road pricing project Rekeningrijden has performed an extensive road test. During this test, the equipment from four suppliers has been evaluated in realistic circumstances: a real road environment, real Dutch traffic and weather conditions, and real Dutch drivers as test subjects. This test was a follow-up to an earlier evaluation phase, where the system concepts from several suppliers were evaluated by theoretical means, mainly simulation. The test period lasted for six weeks, and was deliberately scheduled to begin in February, in order to maximize the chances of bad weather. The road section chosen is a part of one of the busiest roads in the Netherlands. As a result, the four systems currently being considered as candidates for the Dutch Rekeningrijden system have been tested under normal conditions as well as under stress. After the test period and the subsequent design evaluation, two suppliers will be selected for the next phase. These two will compete for the delivery contract for the operational Rekeningrijden system. It is clearly important to ensure equal treatment to all suppliers. In addition to testing them at approximately the same location, every roadside station has therefore been monitored and measured by a separate data collection and processing system from an independent supplier. This measurement system will be described in some detail. The paper describes the test configuration used and the different system concepts tested; next it proceeds to discussion of the test, evaluation, and selection procedures.
