Deployment of Intelligent Transportation Systems for Commercial Vehicle Operations (ITS/CVO) is expected to provide significant cost savings and efficiency improvements for both the motor carrier industry and state agencies that administer motor carrier programs. Applications of these functions at international border crossings is also expected to provide similar benefits. Two technologies, electronic screening and credentialing, are likely to be at the core of these deployments. Since regional deployments are most likely, this research used a case study of the mid-continent corridor, defined as Interstate 35 from Texas to Minnesota. In the study, it is assumed that ITS/CVO technologies are deployed in corridor and at the international border crossing in Laredo. The benefits and costs associated with the proposed deployments were then estimated and compared for a ten year analysis period. The analysis indicates that the corridor states and the motor carriers that operate in them should benefit from the implementation of the ITS/CVO technologies. The results and methodology presented in this paper will be useful to others preparing studies of ITS/CVO technologies. (A*) For the covering abstract see ITRD E110327. |
