Procurement Issues for the “SMART” bus The United States Department of Transportations has made a goal of improving mobility, traffic safety and the quality of air. They have initiated this by implementing traffic management technigues using computer and sensor technologies to collect and disseminate data. Transit agencies are implementing these technologies to improve their operational efficiency and effectivenss. The introduction of computer and sensor technologies has improved the quality and quantity of the data that planners and operations staff has to identify problems in operations and where our customers are riding. Much of this technology is on the bus. What are the issues that transit agencies must deal with in procuring these technologies? A review of the system implemented and some of the lessons learned by the Metropolitan Atlanta Rapid Transit Authority in Atlanta, Georgia are outlined. This paper does not intend to define the entire procurement process or to identify all the issues but rather places emphasis on those issues dealing with: (1) defining the problem; (2) identifying the stakeholders; (3) evaluating the technology; (4) selecting the appropriate contracting instrument; and (5) developing a sound implementation plan. Many of the questions raised are being or have been addressed by the author. The cost of these technologies demand that sound managment principles must be followed in the procurement process. |
