摘要: For the Olympics in Atlanta in 1996, Etak designed, developed and deployed a system that automatically generated a television show based on digital traveler information messages from the traffic management center. The show continuously reported real-time traveler information on several television stations in Atlanta. Since that time, for several Model Deployment Initiative (MDI) Projects, Etak has produced a more advanced system that is more reliable, compact, and produces a higher quality television show with natural sounding audio descriptions of the travel conditions. Deploying ATIS television systems like this on a large scale has been a journey not unlike Dorothy’s quest to see the Wizard of Oz. Unlike Dorothy, there has not been a yellow brick road to travel. It has never been clear which road to take or where a particular road would lead. Etak’s quest, and that of others, is not to find the Wizard of Oz, but rather identify and implement a selfsustaining business of providing comprehensive and accurate traveler information on television. Like Dorothy’s journey, there have been celebrations and tribulations along the road. The advanced system, called the Traffic Check Server, has been running successfully in Tempe, Arizona since 1 July 1998 as part of the AzTech MDI Project. The show is incorporated in the Tempe Eleven Government Access Station programming and it is shown during both the morning and evening commutes. The station managers are pleased with the product and the feedback received from the public. In the last several months, other municipalities in the region have expressed an interest in acquiring the program. As stated, there have also been tribulations. As of this writing, discussions are in progress in other regions where Etak has obtained Model Deployment Initiative funding, but it is not clear when discussions will result in a deployment. Obtaining the air time and necessary support for a successful business activity have not been easy to come by. During this period of time, other endeavors by other companies – both strictly private and partially publicly funded – have resulted in ATIS television in the Washington D.C. region (SmartRoute Systems), New York Region (Cablevision), and enhancements to standard programming in at least the San Francisco Region (CBS Affiliate – KPIX). Also, the original automatic television program, which was set up by the Atlanta Showcase project, is still being broadcast by the Georgia DOT from their Traffic Management Center. What is ATIS television? I use the term to mean advanced forms of presenting traveler information on television. ATIS television programming can take several forms: (1) the improvement of standard televised programming, (2) the incorporation of televised ATIS programming as a significant part (particularly during the heavy commute times) of a channel's programming, and (3) a channel dedicated to exclusively or largely to traveler information 24-hours a day. This paper summarizes various developments in ATIS television occurring across the country and discusses the issues surrounding ATIS television. Technological improvements in the television infrastructure, an increasing need for comprehensive and accurate traveler information, and the promulgation of the collection and distribution of digital traveler information digital messages are the major forces creating new opportunities for providing accurate and useful traveler information.
