摘要：	Implementation of Intelligent Transportation Systems (ITS) in Southeastern Michigan offers an opportunity to enhance PUB Published by: lic transit and increase regional mobility. However, the needs that ITS technology will be designed to meet, and the manner in which it will be used, will be largely determined by the institutional context in which it is deployed. In this paper, "institutional issues" are those organizational, political, and social factors that affect the implementation of ITS technologies. In the last three years the Suburban Mobility Authority for Regional Transportation (SMART) has begun the process of ITS implementation. This paper considers the impact of three institutional issues on the deployment of ITS including: (1) decentralization of community transit, (2) the relationship between SMART and the Detroit Department of Transportation (DDOT), and (3) the organizational structure and management of SMART.
