Intelligent Transportation Systems (ITS) are defined by FHWA as "The application of advanced sensor, computer, electronics and communications technologies and management strategies used in an integrated manner to increase the safety and efficiency of the surface transportation system." The Montana Department of Transportation (MDT) is charged with managing Montana's surface transportation system. Similar to FHWA's definition, MDT's mission is "to serve the PUB Published by: lic by establishing a transportation system that emphasizes safety, environmental preservation, cost effectiveness and quality." MDT executives, recognizing the potential for ITS to assist the department in achieving its mission, initiated a two-phased approach to develop a statewide plan in 1994. The first phase, a feasibility study was conducted by the Western Transportation Institute (WTI) at Montana State University in Bozeman, to determine whether ITS was applicable for Montana. |
