摘要: The Barnstable-Yarmouth area of Massachusetts, including the Village of Hyannis, is a unique location of Cape Cod. It is a major economic center for employment, an attraction to tourists and a "pass through" point for those destined for the island. With the creation of the Cape Cod Commission, this environmentally sensitive, largely rural/resort/retirement type character region was pushed into comprehensive long range planning. Part of long range planning included a focus on the transportation element. The two communities together with the area's major air, rail, water and bus transportation providers conducted a major, comprehensive transportation study to develop a multi-modal plan to address congestion and growth. While ITS has been popularized over the last 5 to 7 years, major parts of ITS efforts have been geared to the development of a national architecture or the big demonstration projects in major urban areas. The integration of ITS in an environment like the Cape has required a strong, continuous emphasis on education and "selling". The local belief that technology was limited to large urban areas was changed through extensive discussions and education on ITS, its benefits and the ability to apply the techniques in a flexible, realistic, scaled down and cost-effective manner. Through the discussions and analysis as well as an increased emphasis on non-structural actions by the regional planning commission, ITS became an important part of the area's transportation plan. With a centerpiece being a proposed traffic management center located in a new intermodal transportation center, ITS elements have been incorporated in every aspect of the plan. Specifics include more responsive traffic monitoring, traffic signals, advanced systems, transit bus location, parking system guidance elements and advanced traveler information systems.
