摘要: In California's Los Angeles County, the California Department of Transportation (Caltrans) District 7 is currently implementing one of the largest Advanced Traffic Management Systems (ATMS) in the county as part of its Intelligent Transportation System (ITS). This system utilizes an extensive network of Traffic Operations System (TOS) elements including closed circuit television (CCTV), changeable message signs (CMS), highway advisory radio (HAR), ramp metering systems (RMS) and vehicle detector stations (VDS) in order to maximize roadway capacity and provide a safer traveling medium for the general public. As is the case with any large ATMS, communications is one of the major components, if not the major component, of the traffic management system both in terms of functionality and cost. Caltrans District 7, having jurisdiction within all of Ventura and Los Angeles counties, has designed a communications system in conjunction with the National Engineering Technology Corporation (NET). The function of the District 7 communications system is to transmit information between the field elements and the Transportation Management Center (TMC) in direct support of the traffic operations system. The system also supports the exchange of information between the TMC and the Traffic Operations Support Facilities (TOSF) such as weigh-in-motion stations, automatic vehicle classification stations and irrigation controllers. In addition, the system provides communications between the District 7 TMC and the transportation management centers of other Caltrans districts or municipalities. The design for the District 7 communication system incorporates three major sub-networks. They are: 1) a Synchronous Optical Network (SONET) for data communications using fiber optic and twisted pair cables for communications with TOS field equipment and with other TMCs and municipalities; 2) an analog video network for communications with all CCTV cameras in the cable-based network; and 3) a very small aperture (VSAT) satellite network for video and data communications with remote field elements outside the limits of the cable-based network. This paper describes the communications system which supports the Caltrans District 7 ATMS.
