摘要: Nationally, highway incidents are estimated to account for approximately 60% of the vehicle-hours lost to congestion, at a cost of 10-30 billion dollars per year. Highway accidents represent approximately 10-15% of the incidents occurring along urban freeways. While this number appears to be moderate, the impacts associated with the accidents are major. Millions of dollars and resources are wasted each year due to delay and congestion associated with highway accidents. For transportation and police agencies, alternative approaches are available which can reduce the motorist delay impacts associated with handling highway accidents. These means can include the incorporation of policies or regulations related to the handling of vehicles under accident conditions such as: "quick clearance", "hold harmless", abandoned vehicle limitations, restrictions on usage of flashing lights on emergency vehicles, requirements for drivers staying with incapacitated vehicle, and "death certification" regulations. In addition, the implementation of accident investigation sites off the shoulders or along freeway ramps or frontage roads has aided in speeding up field investigation time and minimizing motorist delays associated with highway accidents. However, in today's ITS world, technology improvements are also proving to be valuable tools in aiding traffic management activities under accident-related conditions. They can result in providing significant time savings in hastening the accident investigation process. These technologies include: "total station surveying" and versatile computerized equipment to record and report traffic accident data. The effect of these policies and technologies together is to open up the highway to pre-incident conditions as soon as possible, thereby significantly decreasing delays to the traffic stream and saving motorists millions of dollars each year.
