Work performed by the US Oak Ridge National Laboratory (ORNL) and its subcontractors on a project sponsored by the US Federal Highway Administration (FHWA) resulted in the recommendation that a spatial data interoperability framework for Intelligent Transportation Systems (ITS) be developed, based on two key elements. The first element is the Location Reference Message Specification (LRMS), a specification fo standard location reference message formats (termed 'profiles') for public and private users. The second element is the development of a US national ITS Datum, a network of reference control points that will be used to support LRMS location referencing between databases of different kinds. In most instances, LRMS messages are posed in terms of references to ITS Datum nodes and links. This paper presents elements of both the ITS Datum Specification and prototype design of a node set released in September, 1996 for testing by the ITS community. Also contained in this paper are changes made to the prototype ITS Datum which reflect updates made as the Datum is brought towards deployment. The ITS Datum will continue to evolve along with its counterpart the LRMS, and tests will determine the utility of the ITS Datum and LRMS concepts to ITS location referencing applications. |
